Also be sure to check windows firewall settings as well as any external
ethernet connection.
Try a simple test: unplug the second Ethernet cable from the NMR PC, press
the Ipso reset button and see if it boots now.
I recently had a case where pinging 149.236.99.x got a reply from an actual
computer “out there” on the internet which interfered with
traffic to the console. The external IT company managing this customer’s
PCs had to come up with a routing script for their firewall/antivirus system to
prevent this address range from being directed to the outside world which o
prevented the console from booting…
