Believe it or not, I might be able to help with this one. Just last week
I made my first ever attempt to install Alma linux and get it working
with a spectometer (also AVIIIHD). And I decided to use TS 3.8 since
that was the latest version. I followed the instructions on the NMRFAM
webpage, and I ended up with an error every similar to yours (see the
attached image). Mike Groves attempted to help - here's the first
message I got from him:

I just checked our bug database and the archive of service cases. And I
looked at that thing from NMRFam. What’s the IP address of the port
that connects to the spectrometer set to? If that’s not set to
149.236.99.1 subnet mask 255.255.255.0 then it’s not going to be able to
connect with the spectrometer and you’re going to get these errors.
Would you mind checking that and changing it if necessary? You might
need to either reboot the computer or just disable/enable the connection
to apply the changes.

Would you mind having a look at the install.log file that’s in the
topspin home directory? If you search that file for “eno” then you can
see which interface topspin thinks is the spectrometer network. I
believe the default is eno1 but it looks like yours is set to eno2. If
you installed topspin and just used the default setting for the
interface that might be what’s causing your issue.
If you find that is the case, I would recommend reinstalling topspin and
selecting the correct network adapter. It does sound like you’re just
having some weird communication issue so fingers crossed this helps.

So I checked that and it turned out that the installer did use eno2 for
the spectrometer so that wasn't it either. But then I remembered that I
had originally installed the computer in a different location (not
attached to the spectrometer). It had a different IP then, and I had set
the IP address in the /etc/hosts file to that IP. When I attached it to
the spectrometer I (and my IT guy) set the DHCP/IP to the address that
we wanted to use, but I forgot to change the IP in the /etc/hosts file
to match. I changed it to the new IP address and then everything worked.
