Dear Scott,
measuring 3.3 and 5.0 V is considerably too low - you should set the voltages
to something like 3.4-3.5 V and 5.2 V at least, otherwise not enough voltage
is "left" to arrive at the chip level after all the cables and plugs.
Please also run "Lock Scan" and watch out for a glitch at the first data point
(in real or imaginary part) - this could be an indication for a failing mixer
chip on the lock XCVR board.
