We had the same issue recently and Clemens helped us figure that part out.
Check that the computer's name is the same in the computer and the network
domain. You also need to include a line in the hosts file located at /etc/hosts
that contains the IP localhost, name.domain and name of the computer in that
order. It will read something like 1.1.1.1 computername.domainname computername.
This should solve the issue and get you to open topspin.
We still can't make Topspin 3.7 communicate to our IPSO, but that's a different
issue that I hope you don't have!
