How did I solve the problem:
I simply followed Youlin's step by step protocol. After removing the screws at the front and back of the UPS, then removed the cover. I noticed that one of the fan was not spinning on normal speed as the other one. I simply used my finger to speed up the slow spinning fan, it came back to normal speed. This process simply cleared the error message on the UPS as well as cleared Low UPS message on the BMPC panel. Everything is working normal as of now. But, down the road, I may have to replace the slow spinning fan sooner than later.

Subject: AMMRL: UPS INTERNAL BATTERY FUSE FAILURE
Greetings All:
Our 800 MHz NMR backup power supply unit, GE digital LAN PRO 8-11 model is flashing warning LED on the front panel, prompting me to press the online alarm button to
see the warning message. It reads as "Internal battery fuse failure". Though it is a GE product, it is manufactured in Switzerland. According to the manual it has 20 battery pack. Has anyone had a similar problem and if so, how did you resolve it. How much it would cost to replace the battery pack. Any advise or suggestion is greatly appreciated.
