So I also recently ordered a 60L dewar of helium, and I literally just sat down at my desk after completing our helium fill.
I ordered from Air Products and we didn't get any sort of 'quota', however we had just received a letter from Praxair that they are rationing, and that our facility is allotted 80% of our normal monthly usage. Perhaps Air Products might not be impacted as significantly as Praxair, or the other way around Praxair might be trying to hold back supply to increase prices?

This week I ordered Helium from our regular vendor to fill or top off 4 magnets before I went on vacation. The vendor called me back very quickly to say they had been told by Praxair that they had 'exceeded'
their quota for the month of Sept. which was 70% of the normal volume of their orders. When I spoke with the sales rep he said he had only just gotten the news.
I have since placed orders for October and will fill 4 magnets the day I return from my vacation. They will all be lower than I would like.
