I have the same problem and have cleaned every part I can get to on the arm.
There is a flexible bearing ring made of some compressed material (not rubber
or plastic) that was terribly dirty. I can get to the top one but cannot
figure out a way to get to the bottom one. I suspect that cleaning this
will solve the problem. It looks like it needs special tools to disassemble.
