Something further on the sticky-bit / permissions problem - I tried SELinux
in "permissive" and "disabled" modes but the permissions problem on
"/tmp/..." persists so it doesn't seem to be an SELinux problem (I have
reset to "enabled"). John's suggestion of unsetting the sticky bit is the
way to go.
