Hi Jianquin,

That's a weird one--I haven't seen that type of failure with the router before. 
Does your console have a Cisco router or a Mikrotik router?  The first thing I
would try would probably be to unplug the main power cable that goes into the
PDU--perhaps it didn't get the right network configuration when it booted itself up
and needs to be reset.  You could also try rebooting the router by unplugging
it for a few seconds and plugging it back in and letting it boot back up. 
Though if it communicates via the other two ports, now that you've got it plugged
back in to the correct port I might try communicating with it one more time to see
if it was able to connect properly this time.  

You could also try swapping one of the other PDUs to PDU3's port and see if
you can communicate with them.

I was unable to access the PDU web interface at 149.236.99.9:87, which is the
