Hi Sameer,

Given your statement of the problem, I would recommend leaving PICS and POWCHK
alone and instead changing the default powers in the PROSOL tables to back
off the (real or perceived) danger zones. Non-expert users will probably not
attempt to adjust from prosol defaults, and even experienced users will likely
take the high power set by prosol as a max safe limit (and you can encourage
this belief / hide the probe power booklets in your office). This is specifically
a good way to encourage using a lower default plw1 / plw2 / plw3, which seems
to be what you're after.

Admittedly this is more of a probabilistic psychological control than an absolute
engineering control. This will also be more useful in contexts were ICON is the
primary experiment setup mechanism, or in a bioNMR facility where regular prosol
calls are normal due to sample-dependent p1. If your users are copying old
parameter sets in topspin itself, some further work may be necessary to get
the new limits broadly adopted.
