sorry, the elrepo.org webpage actually says:
rpm --import
https://www.elrepo.org/RPM-GPG-KEY-elrepo.org
then, for RHEL/Alma 9,
dnf install
https://www.elrepo.org/elrepo-release-9.el9.elrepo.noarch.rpm
then finally
dnf install kmod-nvidia
Building it after reboot may take a while.
