We pump ours down when we start noticing fills getting less efficient, measured
somewhat by gut feeling, but related to either the speed of the transfer or
the amount of helium that ends up in the magnet. We also use the same tool
to pump down the dewar jackets on our helium purifier and liquefier (QD ATP
and ATL) every time we replace the coldheads.
If people are looking to buy one, the name of the tool is "pump-out operator"
or "vacuum valve operator"
