Are the other lights on the AQS rack that you'd expect to be lit, lit?
Are the lights around the back of the AQS rack on the power supplies lit?
If you open an internet browser can you connect to the DRU at 149.236.99.89?
And can you clear the power fail error on the HPPR by pushing the button to
acknowledge it, or does it just come back?
A lot of the things that you've listed below communicate through the CCU--through
the TTY ports. If that's not booted properly then there are a lot of things
that aren't going to work right. I guess one other thing you could try
would be--the HPPR power error and the blinking lights on the SGUs may indicate
that there was a power failure--you might try hitting the red button on the
CCU to try rebooting it to see if that makes any difference.

I replaced the ethernet switch with another one that is known to be good but
no luck, same errors.
