[AMMRL] TopSpin error - "program failed to contact a data server"/"connection to the data server failed"

Dear all,

I have a student who after installing TopSpin on her personal computer
( Microsoft Surface Pro 13 with Windows 11 ), can at least start the program
but is unable to load any data files due to a CPR/data server error.

This occurs for both TopSpin 5.0.0 and TopSpin 3.8.0, so it seems to be
version-agnostic.  TopSpin 5.0.0 reports "The program failed to contact a
data server";  for TopSpin 3.8.0, "Connection to the data server failed."

Screenshots of the errors are below.  Does anyone have experience with
this and know the solution?  Thanks in advance!
