I have occasionally received helium dewars with their valves in unsafe
position -- in all cases these were 100 L dewars. Many deliveries use common
carriers: I've had Linde/Praxair deliveries come by ODF and XPO trucks and
the point of delivery drivers frequently lack real safety training for
cryogenic gases. Never seen FedEx before but it doesn't really surprise me.
As others have suggested, the best way to deal with it is to bleed pressure
slowly via the vent valve. If you have a method of doing so, report the
situation to the supplier.
