AMMRL: chemagnetics magnet

We a chemagnetics magnet energized to 100 Mhz (but I do not know if that is the field that it was designed for) and are having trouble filling He. It seems like very little accumulates inside the magnet. We have tried twice to fill it, each time for about an hour. The first time we got it to go from 56% to about 75%. The second time we did not see any increase. We pumped down the transfer line and assume that it is okay. I borrowed a fiber optic device to look down the port we do helium fills, but I am not sure what to expect. I see a ring of ice on the wall of the tube a couple of feet down, but it does not block the tube. At the end of the tube I see something white but am not sure what it is. We think that there may be an ice block somewhere inside the helium dewar.

Am I missing anything?
Does anyone have a manual for this magnetic? – I can email a picture if that helps.
Does this sound like an ice blockage?
I would appreciate any help or advice.
