Thank you all for your help once again! I received many answers, which I’ll summarize below, but what did it for us was to reboot Diskless separately! Go figure…
I should mentioned we had checked many of the other possible causes (network, configuration, permissions, etc…) and all were fine on our end.
-Working solution for us: Turn off AQX, re-install Diskless from the CD (costumer install, diskless only selected). Restart computer, reboot AQX.
Other things to check:
Unplug the ethernet from the "World", Then try to boot things. This worked for us and may work for you. It could be SELinux, if you are running Linux or your antivirus software
reinstall the Topspin NT toolkit as well
use the UNITOOL to connect to the console first and just hit enter on all the prompts until you get to the menu. After that close it and try loading topspin again. That seemed to get the startd demon to activate.
Looking at the boot process on tty port will definitively tells you if the CCU booted.
The bootparam and bfs services have to be started and configured well for the CCU to boot correctly.

Is the firewall setting of XP correct to allow the connection to CCU-diskless?
