A couple of 'oldies but goodies' which you might like to check out (if they
are still available):
i) Annual Reports on NMR Spectroscopy Vol 10B, 1980. Edited by G.A.Webb,
published by Academic Press
ii) Progress in Nuclear Magnetic Resonance Spectroscopy Vol 7, 1971. Edited
by J.W.Emsley, J.Feeney, L.H.Sutcliffe, published by Pergamon Press
Both contain tables of 19F chemical shifts in a large number of different
chemical classes & ii) also contains some basic substituent chemical shift
information.
ACDLabs also offer 19F prediction & database tools to augment their 1H & 13C
packages however although we have the 1H & 13C modules I've no experience of
the 19F application
