NMR post-doc vs. BS/MS staff position

Greetings all:
   We are considering an additional staff position in our facility. At
first, we wanted to hire a 'NMR post-doc' to further develop techniques
in the lab and encourage research collaborations. A few faculty
expressed concern regarding the quality of PhD we might get to
temporarily join our facility (versus getting a permanent industrial/
pharmaceutical position). The possibility of hiring a BS or MS graduate
in a permanent staff position was also considered. This would be a
spectroscopist position with main responsibilities for routine work and
spectrometer test/maintenance. If desire/capabilities warranted,
additional training to do more advanced work such as 3D or solids work
would be included. Do any of you have experience with either type of
position? What is the applicant pool like, can we expect to get someone
interested in a 1-2 year position in an NMR facility instead of a
traditional research post-doc?
