Sorry to bother you again.
Eric Paulson and George Gray both suggested that the Rf filter might be
causing reflected power (possibly an overtone or sideband frequency
reflecting off the filter). This makes the amplifier sense an overload (or
high duty-cycle) condition. This is exactly what is happening.
However, it is still not completely clear (to me) why the reflectance from
the filter would be independent of Rf power. The truth is that it never
happens without the filter, so I still say....don't use the filter.
