AMMRL: Power supply 24V failure on Inova-400

Hi Friends !

I request  you to please help me out of the following problem I am facing with the Inova-400  power supply / 1H-decoupling

I  have noticed that 1H decoupling is not working properly and have taken a look at the power supply unit, which shows the LED corresponding to +24V PS207 port is off.  Interestingly, the voltage measured at this port is about 34V (10V more than the expected !!) . I came to a first guess that the voltage reggulation has failed.  I  do not have complete schematics with me.  Can any one please suggest me, what could be the source of this problem and whether 1H decoupling issue is becuase of the excess voltage. !!  Any tips to go about rectifying the problem are highly appreciated.  I will post the summary for the benefit of others.
