This is not really a recommendation, but some thoughts on our experience.

We bought an Oxford Pulsar at the start of the benchtop boom, and later it
was upgraded. It has been very reliable and the students learn more of how
an NMR experiment works than the researchers who mostly run the JEOL experiments
in the "Walkup" mode.

The Pulsar is heavy (but an early model) and don't site it in a synthetic
chemistry lab. The fan continually sucks in whatever is floating around the
lab 24/7. Shimming takes less time if the temperature is constant (air con
and if you have labs running almost every day, you want the NMR up and running
quickly, while you are busy getting students started in the synthetic experiments.

I would go for the highest field available. Some molecules are OK at 60
MHz, but others, which show lovely doublets and triplets at 400, are useless
at 60 MHz. The students don't get much out of these and are uninpressed
and you don't want to change experiments to get a 'nicer' NMR.
