Hi Scott,
I can feel for you. I sat on a 400MR for about a year because I knew there
were multiple problems with it and just now getting around to trying to fix
it.
I am not sure what the synthesizer board output is supposed to look like because
I haven't tested what the output looks like on our working system. I am not
sure if you can just tap into the output without providing a 50-ohm impedance.
Feel free to contact me directly with any questions.

Hi Shawn,
Thank you for your reply. Indeed, it looks like something is wrong with the
TTL. It keeps reverting to 5V. Unfortunately for now, the question is moot.
The Synth board(s) no longer produce RF of any frequency and I have succumbed
to calling Agilent for a site visit. It may yet be a power supply problem
that I am ill equipped to detect much less fix.
Regards,
Scott
